Tom Jolly Returns to Berkeley Law & Technology Group as Senior Patent Counsel
Veteran patent attorney rejoins the intellectual property law firm after nearly a decade as Patent Counsel at Qualcomm

AUSTIN, Texas – August 31, 2026 – Berkeley Law & Technology Group, LLP (BLTG), an intellectual property law firm serving technology companies nationwide, is pleased to announce that Tom Jolly has rejoined the firm as a Senior Patent Attorney.
Tom returns to BLTG following a nine-year tenure as Patent Counsel at Qualcomm in San Diego, where he managed global patent portfolios, coordinated with foreign counsel, and advised on patent acquisitions, licensing transactions, and litigation matters for one of the world’s leading wireless communications companies. As a Qualcomm patent attorney, he worked at the center of the technologies driving modern mobile and wireless devices, and his return strengthens BLTG’s deep bench of attorneys who pair private practice skills with firsthand in-house experience at Fortune 100 technology companies.

Tom brings more than 25 years of combined experience as a patent lawyer in private practice and as in-house counsel. Before his role at Qualcomm, he practiced at BLTG as a Senior Patent Attorney from 2007 to 2014. Earlier in his career, he served as Senior Patent Counsel at Hewlett-Packard and began his legal career as a patent attorney at Lee & Hayes, PLLC.
His practice focuses on patent portfolio strategy and patent prosecution, helping clients build, protect, and leverage patent portfolios across a broad range of technologies. Tom is an experienced semiconductor patent attorney and wireless communications patent attorney whose technical background also spans networking, GPUs, autonomous vehicles, medical devices, robotics, and data storage. As a software and AI patent attorney, he advises on artificial intelligence, machine learning, and cryptography as well. He regularly works with corporate leadership, engineers, and standards body participants to align intellectual property strategy with business objectives.
Tom earned his J.D. from the University of Denver Sturm College of Law and holds a B.S. in Electrical Engineering from George Mason University. He is admitted to practice in California and before the United States Patent and Trademark Office.
